طراحی الگوی حکمرانی آموزشی مبتنی بر مشارکت سیاسی ذینفعان در نظام آموزش عالی

هدف پژوهش حاضر طراحی الگوی حکمرانی آموزشی مبتنی بر مشارکت سیاسی ذینفعان در نظام آموزش عالی ایران بود. این پژوهش با رویکرد کیفی و بر مبنای روش نظریهپردازی دادهبنیاد انجام شد. میدان پژوهش شامل دانشگاهها، مؤسسات آموزش عالی و نهادهای مرتبط با سیاستگذاری و مدیریت آموزش عالی در شهر تهران بود. مشارکتکنندگان با استفاده از نمونهگیری هدفمند و سپس نمونهگیری نظری انتخاب شدند و شامل ۲۴ نفر از اعضای هیئت علمی، مدیران و معاونان دانشگاهی، کارشناسان و سیاستگذاران آموزش عالی، نمایندگان تشکلهای علمی و دانشجویی و صاحبنظران علوم سیاسی و حکمرانی عمومی بودند. دادهها از طریق مصاحبههای نیمهساختاریافته عمیق و بررسی تکمیلی اسناد مرتبط گردآوری شد. مصاحبهها تا دستیابی به اشباع نظری ادامه یافت و دادهها بهطور همزمان با گردآوری، از طریق کدگذاری باز، محوری و انتخابی، روش مقایسه مستمر و یادداشتنویسی تحلیلی بررسی شدند. برای مدیریت دادهها از نرمافزار MAXQDA 2024 استفاده شد و اعتبار یافتهها از طریق بازبینی مشارکتکنندگان، بررسی همتایان و مستندسازی فرایند تحلیل تقویت گردید. تحلیل دادهها به استخراج ۱۰۶۸ واحد معنایی، ۷۸۶ کد اولیه، ۲۱۴ کد مفهومی، ۴۸ مقوله فرعی و ۱۵ مقوله اصلی انجامید. مقوله مرکزی پژوهش «گذار از حکمرانی متمرکز و نمایشی به حکمرانی مشارکتی، پاسخگو و ذینفعمحور» بود. شرایط علّی شامل ناکارآمدی تصمیمگیری متمرکز، کاهش اعتماد نهادی، تعارض منافع، پیچیدگی مسائل آموزش عالی و افزایش مطالبهگری دانشگاهیان بود. پدیده محوری در قالب نمایندگی معتبر، دسترسی برابر، اثرگذاری واقعی، پاسخخواهی جمعی و مسئولیتپذیری مشترک تبیین شد. راهبردهای اصلی شامل بازطراحی ساختارهای نمایندگی، شفافیت، تمرکززدایی، گفتوگوی چندذینفعی، توانمندسازی ذینفعان، ارزیابی مشارکتی و استفاده از فناوریهای مشارکتمحور بود. حکمرانی آموزشی مبتنی بر مشارکت سیاسی ذینفعان زمانی تحقق مییابد که حضور نمادین به مشارکت اثرگذار، توزیعشده و پاسخگو تبدیل شود و از حمایت حقوقی، فرهنگی، سازمانی و فناورانه برخوردار باشد.
